At a European level, digital literacy is nowadays considered as one of the essential skills to allow citizens to effectively exercise full citizenship. Still, a wide percentage of adults still lack the skills, knowledge and attitudes to use digital technology and therefore to exploit the opportunities that these provide. The use of ICT is regarded as essential as practically, technology dominates all aspects of life. This means that the inability to use technologies can result in a marginalisation not only in the labour market, but also in the civic society as a whole i.e. digitally illiterate.
For a citizen to be digitally literate means being competent in a number of areas as defined in various frameworks. The Digital Competence (DigComp, 2013) report proposes a digital competence framework whose scope is primary that of bridging various frameworks and programmes being used across Europe. The Directorate for Lifelong Learning and Early School Leaving in Malta, is launching a new beginner’s course for adults which is based on this competence framework. Through this ICT beginners course, the adult learner will be able to understand technologies and to work independently with them. The adult learner will be able use digital devices in everyday life situations such as communicating through social media like Facebook, shop online, search for local activities, use government services and tasks related to travelling abroad.
